I want people to drive around the city with a list of clues. When they solve the clue they must take a picture of one or more of the group at the place they think is the answer to the clue. So a clue could be like “the oldest place in the city that offers education.” All suggestions will be greatly appreciated.

Depends where you live of course but we once had a terrific scavenger hunt where there were 2 million points available for stealing the Sydney Harbour Bridge or 200,000 for the best effort. This was won by some good photography.
Other items getting big points were theft of a police car (won), a tug-of-war with the AMP building (won), riding a rhino at the zoo (won), a bus upside down (won with a REAL picture), a New Zealander working (not won – deliberately)
This isn’t quite your idea but it worked brilliantly and might inspire something
